Marcus Gaddy is an analyst and data lead within Montgomery County, Maryland’s Department of Health and Human Services’ Children, Youth and Family Services Division, where he has served since 2020. His passion is bringing a data-to-action orientation to local government, which emphasizes using data to build inclusive, strong, and resilient communities. A seasoned professional and systems thinker, Mr. Gaddy elevates learning, continuous improvement, and innovation in public service practice. Prior to his current position in Montgomery County, he worked in applied research at the Urban Institute in Washington, DC, and in advocacy at the ACLU of Ohio. He holds a Bachelor of Science in economics from Ohio State University and a Master of Public Policy from the University of Maryland School of Public Policy.
